Why are foreign tourists returning from the party capital of India?

Figures released by the Goa Tourism Department highlight these trends. About 900,000 foreigners visited the state in 2017. By 2025, the number will drop to half a million. In contrast, the number of domestic tourists increased from 6.8 million in 2016 to more than 10 million.
