The rescue operation comes well after an initial three-day period after the quake, when experts say people trapped in the rubble have a higher chance of being found alive.
La Guaira is one of the harshest areas, Many local people try to do the rescue efforts themselves.
The United Nations refugee agency said on Tuesday that food shortages were widespread in La Guaira, with basic services cut off and media cut off.
In a statement on its website, UNHCR said: “Community tensions are increasing as aid is limited.”
Daniela Armas, an 18-year-old La Guaira vendor who was injured when she fell off her motorcycle when the quake hit, told AFP that some goods were being distributed, “but sometimes people kill each other for food… it’s like a cockfight.”
UNHCR says it needs an initial $15 million to “boost protection, basic relief supplies and temporary shelter support for 30,000 people affected by the earthquake over six months.”
Meanwhile, the World Health Organization says health services are “under severe pressure”.
“There is now an increasing chance of outbreaks of vaccine-preventable diseases,” said Christian Lindmeier, due to low vaccination coverage, such as measles and diphtheria.
