The US accused former Cuban President Raul Castro of shooting down the planes in 1996.


Speaking at the Freedom Tower in Miami, Acting Attorney General Todd Blanch announced four counts of murder for the downing of Castro and the deaths of Armando Alejandro Jr., Carlos Alberto Costa, Mario Manuel de la Peña and Pablo Morales.
