The murder case of Preston Davey prompted the government to commit

Varley’s partner, John McGowan-Fazakerley, 32, was jailed for 25 years for allowing Varley to treat his son and sexually abusing him.

At Education Questions on Monday, Phillipson described the two men as “evil perpetrators” and said: “I’m glad justice has been served.”

Helen Hayes, chair of the education committee, urged ministers to set a timetable for implementing “local multi-agency child protection teams”.

The Labor MP for Dulwich and West Norwood asked: “Given the serious failings in safeguarding in Preston’s case and other recent cases of children who should have been kept safe in state care, can the Secretary of State set out an expected timetable for implementing these reforms and how soon can we expect to see strong safeguarding on a permanent basis nationally?”

Phillipson said it was a “shocking issue” as she promised to roll out the protections in the law by March.

She added: “Our thoughts must be with everyone who loved and knew Preston, and it is right that the evil abusers who committed these horrific and shocking crimes are now behind bars.

“The council can be assured that we take this very seriously, which is why I have asked Oldham Council, Blackpool Teaching Hospitals NHS Trust and the Regional Adoption Agency to look carefully at all the issues and concerns raised by this process.

“A review of child protection practice is underway, led by the Environment Partnership with the National Child Protection Practice Review, working closely to ensure it is of the highest quality.”

Suella Braverman, education spokeswoman for Reform UK, said: “Among the health visitors, social workers and medical professionals who saw baby Preston – why didn’t anyone pick up? And what action is being taken now to keep children in Oldham Council’s care safe?”

“It is an urgent priority for this incoming government to update the law to ensure we do everything we can to keep children safe,” Phillipson said.

“I’m glad justice has been served. We can’t bring Preston back, but we can do everything we can to make sure this doesn’t happen to other children in the future,” she added.
