One of the UK’s biggest nursery chains may not be meeting safeguarding and welfare standards, according to the education regulator.
Ofsted served Bright Horizons, which operates 247 nurseries, after inspections carried out between October 2025 and June revealed “significant weaknesses in organizational safeguarding leadership, management, supervision and practice”.
The Ofsted investigation was prompted by what it described as “concern following a serious safeguarding incident” last September.
Ofsted made the announcement on Monday and said it would “monitor their progress closely”. A bright horizon of August 1 for improvement has been put forward for comment.
The Ofsted report says most settings “continue to meet standards” but “the provider has not demonstrated that it can ensure that safeguarding is consistently effective in its provision”.
He conducted 172 inspections, site visits and “live engagements” with senior staff and found violations in 75 settings.
A Bright Horizons daycare in north-west London, which employed Vincent Chan, who had 56 sex offenses including child abuse, is to close in May 2025.
