From new York to Texasgovernments and governments have heard the message: Their roles are responsible for the data center. Across the political spectrum, most Americans agree that these areas should pay their taxes, pay their water and electricity bills, keep the noise down, and hire local people with better wages. In other words, the data center should benefit the people whose space and power they use.
Developers often show a willingness to do these things—until they see a real list of requirements.
The battle fought in the suburbs of Philadelphia provides a vivid illustration of this. Developer Brian O’Neill wants to build a 2 million-square-foot data center in a former steel mill. Under Pennsylvania law, Plymouth Township (where the land is located) can not only say “no” to an approved land use, but it can enforce zoning laws and require project mitigation in the name of health and safety.
