Pay CJ Stroud? NFL execs weigh in around the league

Houston — CJ Stroud And Will Anderson Jr. Didn’t just come to Houston — they reshaped the franchise overnight.

After Stroud was selected second overall in 2023, Texans It took an aggressive gamble to trade up to No. 3 to land Anderson, doubling down on a bold, franchise-altering approach.

Three years later, Houston sits at a crossroads — both eligible to enter offseason extensions.

After a historic rookie season, it looked like Stroud was poised to reset the quarterback market, but instead, it was Anderson who defined the market for defensive ends. Three-year, $150 million contract — making him the highest-paid non-QB in NFL history.

That put Stroud at the center of the NFL’s biggest question: Should the Texans pay him?

ESPN polled league executives and others around the NFL on what they would do if they were in Houston’s shoes, and responses ranged from “they’ll have to pay him” to “wait.” Years 2 and 3 didn’t replicate similar production for Stroud, with his latest playoff performance leaving much to be desired after seven turnovers in two games.

Houston and Stroud were still not involved in serious extension talks as of late April, according to league sources. So which way is Houston leaning? Coach DiMeco Ryans isn’t tipping his hand. Despite the buzz surrounding the annual league meeting in March about what the Texans should do, Houston’s coach kept a firm poker face in Phoenix — declining to offer any insight into Stroud’s contract.

Ryans said he “doesn’t discuss contracts in public.” But league executives feel paying him is inevitable because a talented quarterback’s life is always better than being in quarterback purgatory.

“I think he’s talented enough. I just think just running a more efficient offense will justify the salary,” an AFC executive told ESPN. “I think everyone (I’ve talked to) feels like you have to pay him. Less bars for the position.

“If you raise him (now), it can also save you money, because the market always goes up.”

around consensus Stroud is a talented quarterback. He threw for 4,108 yards in 2023 (third most by a rookie in NFL history) and 23 touchdowns — five interceptions — and finished ninth in MVP voting. He was named Offensive Rookie of the Year and Pro Bowl.

In his three years, Stroud compiled 28 regular-season wins (seventh most during that span), a 54.9 QBR (20th), 10,876 passing yards (ninth), 25 interceptions (12th fewest among quarterbacks with at least 30 starts) and 42 for 62 touchdowns. And in the playoffs, he had three wins (tied for fourth), 1,438 passing yards (fourth) and six touchdown passes (eighth).

So it’s fair to say that he deserves an extension based on Stroud’s accomplishments, but at what cost?

“Offer him something like top 8-12 (QB) money,” an NFC executive said. “I would try to give him a three-year extension now at $42-45 million per year. Or plan to franchise him (Dallas Cowboys QB) Dak Prescott in 2020.”

The NFC executive believes Stroud and his management team — led by Athletes First agent David Mulugeta — will reject the 8-12 deal. The executive said he is willing to extend the offer to strike a deal, and if that fails, be prepared to use the franchise tag if needed in 2028.

Texans owner Cal McNair would prefer to keep his cornerstone pieces like Stroud and Anderson in Houston for the foreseeable future. But he won’t interfere in football talks, he’ll just sign cheques.

“We’ll let DeMeco and (general manager Nick Caserio) make the football decisions there, but they’re exciting, really good young players,” McNair said at the annual league meeting. “We’ll be expecting them for a long, long time.”

Stroud played Good in playoff openers, but last January was different. He struggled with ball security as the Texans lost in the playoffs and in the divisional round. Texans Fifth-year options picked up As for Stroud and Anderson on April 8, Caserio called the decision a “no-brainer.”

“I’m excited to have him here in the spring,” Caserio said, “and I’m excited to move forward.”

But how far it will go in the future remains a question.

Despite knowing Stroud is a “playoff quarterback” who can win you games, the second AFC executive thinks Houston should wait to extend him.

“It hasn’t been perfect,” a second AFC executive told ESPN. “This defense has carried a lot, not crazy for a $25 million (fifth-year) option, so you keep your leverage, get another year of data on durability, production, mental toughness, all of that.”

Outside of playoff contention, Stroud is coming off a season in which he threw for 3,041 yards (19th) and 19 touchdowns (22nd), and had a QBR of 61.7 (11th) with eight interceptions in 14 games. Houston went 9-4 in games that Stroud started and ended.

“They should do everything they can to avoid ending up looking like Minnesota,” the same NFC executive said.

Another AFC executive Believes Stroud needs to prove he can carry a team before getting an extension because of how it will affect the Texans’ roster financially.

“You’re pretty sure he’s a long-term top-tier QB worth 22% of the cap,” a third AFC executive told ESPN. “The smart play is to pick up the fifth-year option, invest heavily in the offensive line and stabilize the run game so you’re evaluating him in a clear framework.”

When a quarterback contract takes up more than 15% of the salary cap, it yields mixed results.

In 2025, Los Angeles Rams quarterback Matthew Stafford The team occupied 22.6% of cap space, the highest in the NFL, as LA went 12-5 and reached the NFC Championship Game.

But the former Miami Dolphins quarterback Tua Tagovailoa They took up 19.1% of the team’s cap space in 2025, tied for the second highest in 2025. One NFC exec pointed to Tagovailoa, who signed a four-year, $212.4 million extension ($167M guaranteed) in 2024, as a cautionary tale and why Houston should wait.

“It’s hard to say ‘pay him off’ after the year is over,” another NFC executive said. “They don’t have to. They have another year to do it.

“They might pay more because the numbers will go up. But you have another year of information: ‘Is he getting better in his second year of offense? How is he doing? Is he healthy?’ And maybe it costs you an extra $2, 3, 5 million a year, but you’re not tied to what happened to you.”

The NFC executive added that while the wait may cost you more financially, if Stroud performs up to his potential, there is no problem. Because if he gets paid and doesn’t produce, “it weakens the franchise, and the next thing you know someone else is running the franchise.”

And that’s what happened in Miami.

The Dolphins greatly regretted Tagovailoa’s extension, as he finished second in interceptions (15) in 2025. The Dolphins went 7-10 and he was benched in December. This led to Miami parting ways with general manager Chris Greer midseason and firing coach Mike McDaniel.

Now the Dolphins have a new management running the franchise in general manager John-Eric Sullivan and coach Jeff Hafley. Subsequently, Tagovailoa was released, resulting in an NFL-record $99.2 million dead-cap hit and Atlanta Falcons.

“(Waiting) allows him to bet on himself, too, which is what you want D folks,” said a second AFC executive. “There’s no need to come close to resetting the market prematurely.”

The market reset is surpassing Prescott’s contract, which has the highest average salary at $61.6 million per year after signing a four-year, $240 million deal through September 2024.

Prescott is guaranteed $231 million, the maximum at signing, earlier Buffalo Bill quarterback Josh Allen It accepted a six-year, $330 million contract extension in March 2025 with $250 million guaranteed.

One scout doesn’t think an extension is coming, but there are risks on both sides.

“If he goes back to the rookie season, he’ll get 65 (million per year),” said one AFC scout, “but if he plays like the last two years, what happens?”
