Lawmakers prepare bill that calls for AI ‘kill switch’

Lawmakers are planning to introduce the “AI Kill Switch Act” that would require AI companies to shut down or regulate their systems as required by the Homeland Security Department, according to the source report Politics. Rep. Ted Lieu (D-CA) and Nathaniel Moran (R-TX) are expected to introduce the legislation on Thursday.

Details of the proposed bill follow OpenAI’s admission that its AI system was hacked was wrong Face Hugging for internal inspection. The order says that, after consultation with the Secretary of Commerce and the Director of National Intelligence (DNI), DHS can order AI companies to close their models in cases of “failure to control” that involve the death of at least 10 people, economic damage of more than $100 million, or an attempt to hide the model.

At the same time, large AI companies will need to develop the technology necessary to shut down their machines, slow them down, and stop their users from using them. They also have to report on security, and breach emergency shutdowns up to $20 million per day.

Brad Carson, president of the non-profit organization America for Responsible Innovation, said the proposal “is an important step in ensuring that people have both hands on the wheel – and a foot on the brake – as advanced AI systems are used.”
