Prosecutors say Shehu and his associates siphoned drug money from Albania, using fake names to hide where the money came from, and have since locked up about 110 million euros ($126m) tied to the sale in the bank account of an expert.

Shehu’s lawyer, Kujtim Cakrani, denied the allegations. “Nothing that is said about the personality of Artur Shehu is true,” he told Reuters, adding that his client was not a businessman or a fictitious person and that he had legally sold the land that his family had lived in since the Ottoman era.

Cakrani said Shehu did not bother with the arrest warrant, arguing that in Albania it was thought that the prosecutors were responsible for political and commercial reasons. He said Shehu fled to the United States and found protection in 1998 after militants killed his brother and uncle.

The SPAK files, which run to 200 pages and were previously undisclosed, were released on the same day the agency issued arrest warrants for 20 people accused of drug trafficking and money laundering.

Reuters found no evidence that Kushner, Sazan Real Estate Development or other sponsors of the property were aware of any suspicions about Shehu when the property changed hands.

Villagers near the site have contested Shehu’s ownership for a decade, presenting title deeds and tax records that they say prove they are the rightful owners.

Nikolin Markpalaj, one of the owners of the land, told Al Jazeera: “I told them that it will not be easy for them to take the land and enjoy someone else’s land and property because what is happening in this country is crazy.
