The international governing body had earlier informed the ECB that any footage in the PMOA should not contain audio or be released before the end of the match.
At the end of the fourth day, Stokes explained why the official announcement was made during the match, detailing that it was a plan between his agents and the ECB.
“I just said, ‘You work with Michael Lomb and Neil Fairbrother, who work with me, and you come up with a plan,'” the all-rounder said.
Stokes was in the middle of bowling when the announcement was made and he took the wicket of New Zealand’s Zach Foulkes in his first delivery after the news of his retirement.
The Test and Stokes’ international career did not end until the next day.
The ICC adopted what it described as “minimum standards” for the PMOA to support the anti-corruption law.
Neither the ECB nor the ICC commented. The ICC letter was sent a day before the final of the Women’s T20 World Cup at Lord’s, when ACB chairman Richard Thompson met the chairman of the world governing body for cricket, Jay Shah. The ECB has yet to respond to the ICC.
Stokes’ retirement has left England searching for a new Test captain for the three-match series against Pakistan in August.
Vice-captain Harry Brooke said it was an “honour” to replace him, but England are understood to be taking time off.
One reason for the decision could be uncertainty over the future of others in the England management following poor results in Test cricket and off-field controversies.
Head coach Brendon McCullum and director of cricket Rob Key were both backed in the spring following a review of the Ashes series, which England lost 4-1.
The ECB are currently considering the situation around the men’s team, but may wait until the conclusion of the ongoing white-ball series against India before making any formal announcements.
Neither Key nor CEO Richard Gould have spoken publicly since Stokes’ retirement.
