Social care: four ways to improve the system

An alternative approach would be to ensure that all eligible individuals receive, on demand, free government-sponsored private care at the point of service.

This is provided free of charge regardless of the individual’s capacity and if they are received by senior citizens in their own homes or residences.

Scotland has implemented such a system.

However, it’s important to note that personal care includes things like helping a frail elderly person get washed and dressed to go to the bathroom.

But it does not include accommodation, food and daily living expenses, which means they are subject to testing.

The Health Foundation think tank estimates that implementing a Scottish-style system in England would cost £7.5bn a year by 2036.

Scotland, Japan and Germany have systems where entitlement to private social care is based primarily on people’s ability to pay for their care needs.

Japan and Germany, however, have mandatory long-term care insurance systems supported by contributions from employees and employers.

Neither country covers the full cost of personal care, so individuals are responsible for some of the costs.
