Whitehall officials proposed moving to 10 North in Manchester

It has developed a recruitment plan that will bring in new recruits from Greater Manchester and the wider north of England.

In total, the report suggests that around 300 workers should be hired within 18 months.

It proposes devolving teams from Whitehall departments including the Treasury, the Cabinet Office and the Ministry of Housing, Communities and Local Government – all of which are now led by secretaries of state from the north of England.

Whitehall officials willing to move to Manchester have been told they will be offered relocation packages, the BBC understands.

There could be a major staff shake-up at the Greater Manchester Combined Authority (GMCA), former mayor of Andy Burnham’s team.

The BBC has been told that at least three senior people have agreed to run Number 10 North. Some GMCA staff said they were surprised to learn their colleagues were moving after seeing them on TV greeting the new Prime Minister in Downing Street.

In Burnham, although nothing has yet been revealed, the Re:state blueprint also suggests there will be a Secretary of State to run at No. 10 North.

Formal details of some of the changes are expected to be revealed later as House of Lords and government appointments continue.
