Burnham’s ‘Manchester’ takes him to number 10 – but will it work for England?

In his book, Burnham advocates overturning Barnett’s formula by paying for Scotland, Wales and Northern Ireland to avoid losing to England as a whole. The result, Burnham argued, was that the north of England was squeezed into a “pincer”.

In his recent speech at the Main North, Burnham points to the “reasonable living standards” obligation to the German “fundamental law” in the regions. They argued that such legislation would protect local governance and give states the right to consult on long-term decisions.

Burnham advocated radical constitutional change, including proportional representation and the replacement of the House of Lords with a “Senate of Nations and Provinces”.

He proposed a “Northern Way” that would support the transition to Net Zero, upgrade, cut bills and build an exportable domestic industry. He contrasted this with the “Whitehall way”, where prohibition, prosecutions and taxes hurt the poor.

The actual policy consequences of this include rising global energy prices, pressure on household budgets and some impatience from the North’s naval interests, which should attract more oil and gas. There are some contradictions, for example, full taxation and spending for each region. Does South-East expect the increased taxes? Some aides have recently played down changes to the Barnett formula amid concerns from Scottish politicians.
