It is rare for pubs in the UK to be allowed to stay open until Monday morning and football fans are expected to make the most of it.
Sir Kerr called the move “good news for fans and good news for the pubs and venues that bring our communities together”.
Kate Nicholls, chairman of UK Hospitality, said it was a “very welcome announcement”.
But many pubs that had to apply for extended license hours to sell alcohol now plan to make changes to their opening hours.
Pub chain Green King said more than 600 pubs in the UK would stay late to show the game.
Not all pubs are planning to keep their faucets flush, though.
Wetherspoons said only five of its more than 800 pubs would be open for the game, but other big chains, including Green King, said they would make the biggest changes to their bar last call.
UK Bartenders Guild (UKBG) president Claudia Carozzi told the BBC hospitality staff working until 05:00 on Monday should be given plenty of notice, proper rest and consideration of how they get home.
“Planning is key,” she said.
Pubs have only had to prepare since Thursday – and there is no doubt that the matter will be confused in the initial period of the mixed messages of last night – according to Corrozi, pubs may have already prepared an “emergency plan”.
During the game, customers should remember that people working in pubs are “going the extra mile” and should be treated with respect, she said.
“Without the staff, this celebration wouldn’t happen.”
With many people staying late on Sunday night, the National Police Chiefs’ Council (NPCC) told the BBC that “late notices” meant officers had to work longer hours, taken away from other duties.
He asked fans to “drink sensibly” and “think” while watching the game.
