First Minister John Sweeney, who appointed Murrell as SNP leader in 2001, apologized to party members.
However, he dismissed attempts to shut down concerns over party finances.
The SNP leader described the “appalling” behavior of Murrell as a “shocking betrayal”.
He has repeatedly rejected calls for an investigation into the matter, saying it will not answer more than a four-year police investigation.
Murrell’s attorney confirmed his client intends to repay the embezzled money, and a criminal arraignment is set for Sept. 14.
The exact amount prosecutors are seeking has not been made public and will be adjusted for inflation. Those funds will be returned to the government, which took millions for the police investigation.
Separately, the SNP is hoping to recover £400,000 from Murrell through a compensation order.
Murrell said Sweeney would not visit him in prison after his sentencing.
The First Minister has indicated that he still does not understand why the former SNP chief executive stole £400,000 from the party.
Asked if he could forgive Murrell, Sweeney said he doesn’t believe people should pay for their crimes forever.
