To increase detention capacity, ICE has been partnering with private companies to purchase mass detention facilities that can hold more than 10,000 people.
A document released earlier this year suggests they intend to have one 92,600 beds in its closed position by the end of the 2026 fiscal year.
Despite the rapid growth, DHS said the detention facilities have not seen a decrease in their health and safety standards.
“As the facility expands, we have more comprehensive care than most prisons for US citizens — including providing appropriate medical care,” he said.
“For many illegal immigrants, this is the best medical care they have received in their entire lives.”
That’s what the Ramos family disputes.
It was on February 23 that Ramos was arrested as part of an immigration operation in Torrance, California. He was taken to the Adelanto ICE Processing Center, northeast of Los Angeles.
ICE records confirm that Ramos’ health, including diabetes and hypertension, was documented upon arrival. Before his arrest, he took medication every day to manage his symptoms.
But critics of the ICE facility have warned that conditions inside the detention center are so bad that they can be life-threatening. A a case filed in January described mold on Adelanto’s walls, inadequate medical care and “rampant” disease.
Jesus Arias, the attorney for the Ramos family, believes that nature played a role in Jose’s death.
“He had two things that most people in the US have,” Arias said. “But even if someone has a condition that requires regular care, like diabetes, they’re at risk in Adelanto because the conditions are incredible.”
Tovar himself remembers Ramos warning him about life inside Adelanto. He told her that his clothes smelled like they had not been washed properly. And his food was scarce.
During the month he was imprisoned, his family sent him money to order food so that he could eat enough.
“He felt like an animal, a dog, he could say he was alone,” Tovar said.
