Steve Hilton, a former UK political aide, has pledged ‘common sense’ reform if elected governor of California.


A proposed ballot measure on voter ID, popular among Republican voters, would help encourage voters, he added. Hilton said he has seen no evidence of voter fraud in the state, but has called for election reform, including the practice of mailing ballots to California’s 23 million registered voters — a practice that causes the state’s slow vote count.
