In this case, Manchester City may be considered to be in breach of Fédération Internationale de Football Association (FIFA) regulations regarding the negotiations with players under valid contracts with their clubs.
Article 18 of FIFA’s Player Status and Transfer Regulations states that any club wishing to sign a professional player must notify his current club in writing before entering into negotiations with him.
The regulation also confirms that a player has the right to negotiate and sign with another club only if his current contract expires within the last six months of its validity, with the possibility of penalties in case of violation of these rules.
Accordingly, Riquelme’s statements in his current role as an electoral candidate do not fall within the scope of offenses requiring FIFA’s intervention, while the legal position may change if he becomes club president and publicly reaffirms his desire to sign a contract with Holland without formal procedures under international regulations.
