It is clear that the FBI can only release incoming messages rather than outgoing ones, because messages sent from the device will not appear on the alert.
Considering that Apple keeps iOS tightly locked, it appears that the tested iPhone was unlocked, or in the After First Unlock (AFU) state. When the phone restarts and shows the lock screen, it’s Before Unlocking (BFU) – but if you lock and unlock your phone all day, it’s AFU.

Both countries feature a lock screen to protect your phone from unwanted visitors, but BFU comes with additional security and encryption options. It is one of the reasons for Android phones now reboot if it hasn’t been used for three days – because the first screen you open after restarting is a little more secure.
