Although it requires that everyone who receives money be of “neutral character”, it has no problem with discrimination itself. For example, it prohibits any funding of the “probable harm hypothesis,” the idea that race-neutral laws can have effects that differ depending on the race of the people involved. Also: funding what he calls “gender theory,” which he defines as an attempt to “deny the reality of sexuality or human sexuality.” Apparently, the study of human chromosomal disorders, which can cause abnormal combinations of X and Y chromosomes, is no longer allowed in the US. “Ending the promotion of government-sponsored divisive ideas is critical to scientific research, public safety, and trust in government,” says the OMB, without any evidence.

There is also a political attempt at money that comes from the McCarthy era, when people with “un-American” views were removed. “OMB is issuing a new proposal that agencies may consider that the applicant has a relationship with organizations that are engaged in activities that violate Federal law, endanger public safety or national security, or promote the overthrow of the United States government,” he said.
