The salary cap – a £6.4m limit on squad spending, although ‘credit’ offers for home-grown talent and other factors that stretch the cap to £7.8m – will remain the same.
The fly-half is the highest paid in the Prem at £260,000, with the back-row second at £192,000.
The lowest paid position is wing at £132,000, with prop at £144,000 slightly higher.
Like Russell, Sale’s George Ford, Harlequins’ Marcus Smith and Saracens’ Maro Itoje are among the players left out, with an average salary of £533,000.
Bottom side Newcastle spent the least of all clubs and failed to reach £4m overall.
