The US Senate has confirmed former Navy SEAL Frank Garcia as the ambassador to Africa Story


The US Senate this week confirmed former Navy SEAL Frank Garcia as Assistant Secretary of State for Africa, ending a tenure in Washington’s top Africa-focused post that lasted more than a year.

The approval came as part of a wider vote on Trump’s 49 nominees.

The position is the highest US diplomatic post in Africa, overseeing Washington’s foreign policy and managing relations with 54 African countries.

The operation was carried out by several high-ranking officials, most recently Nick Shikher, a former CIA analyst.

Who is Frank Garcia?

Garcia, a former US Navy officer, served for 28 years. He spent about 15 years working with the House Intelligence Committee, focusing on African issues and participating in several trips to the continent with congressional delegations.

He also served as chief of staff at the National Reconnaissance Office, the US agency that oversees the development and operation of intelligence satellites.

Between 2016 and 2021, he led Via Stelle, an agent and intellectual, according to The Africa Report.

However, his record has attracted attention in other circles. The Nigerian newspaper The Whistler said that he was not known among African scholars and academics, saying that he did not have a major published work on African affairs.

Garcia’s nomination was approved by the Senate Foreign Relations Committee in March by a vote of 16 to six, with all opposition coming from then-Democratic senators.

It was later confirmed by the entire Senate, with several Democrats ultimately supporting the final vote. His appointment fills a long-standing vacancy in one of Washington’s most important positions in Africa, at a time when global competition is intensifying across the region.

‘Trade over aid’

In his confirmation hearing before the Senate Foreign Relations Committee on March 5, Garcia said that US policy in Africa has prioritized long-term aid and dependence, saying that the past has often been open and “consistent with spreading divisive ideas.”

He also said that the administration, working through Secretary of State Marco Rubio, is changing the US ​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​

Garcia pointed to the Lobito Corridor as an example of a new route. He described the project as an example of coordinating job creation, uniting regions, and expanding trade ties.

He also said that all US spending, including humanitarian and health aid, will be evaluated through its contribution to national security and the economy.

What is the Lobito Corridor, and why is it important?

The Lobito Corridor is a 1,300km (810-mile) rail route connecting the Atlantic port of Lobito in Angola to the mineral-rich regions of the Democratic Republic of the Congo and Zambia.

The route is also being designed to quickly move copper, cobalt, and other minerals from Central Africa to global markets, putting it at the center of the country’s growing competition for materials needed for electric vehicles and clean energy technologies.

By providing a faster route to the west in the Atlantic, the project aims to reduce reliance on longer and cheaper routes through southern and eastern Africa.

The United States and its European allies are supporting the initiative as one way to find alternative sources of minerals needed for electric vehicles and clean energy technologies.

China, which already has a major influence on the mining and infrastructure networks in Central and Southern Africa, remains a significant competitor in the same economy.

This has made the process part of a wider competition for who controls access to African technology.

For others, the project could boost regional trade, create jobs, and improve infrastructure in Angola, the DRC, and Zambia, while providing opportunities for investment and income while positioning itself as an important hub in international affairs.
