Due to the alleged “scattering of Kyiv”, Moscow told “foreigners, including diplomatic staff and international organizations, to leave the city as soon as possible”, the statement read.

The ministry’s statement also urged residents of Kyiv to avoid all military and security forces in the capital, which could be targets.

A later report said that Russian Foreign Minister Sergey Lavrov had advised US Secretary of State Marco Rubio of the plan and urged him to move his staff to the embassy in Kyiv.

Moscow said the planned protests were in response to a A drone hit a student dormitory in Starobilskin the Russian-controlled Luhansk region of Ukraine, which killed at least 18 people.

The threats come just days after Russian drones and rockets hit Kyiv On Saturday night they killed at least four people and injured about 100 others.

What is behind the latest Russian attacks, and how serious are the foreign threats in Kyiv?

Here’s what we know:

Why is Russia threatening to attack Kyiv?

Ukraine has significantly upgraded its drone capabilities in recent months, allowing it to better target Russian weapons and capabilities.

Many of these drones and home-made interceptors, designed to intercept enemy unmanned aerial vehicles (UAVs) before they can capture their targets.

They can also carry large payloads and not self-destruct, unlike one-way drones, so they can be used again in future titles.

On May 17, at least five people were killed after Ukraine launched what Russian officials described as one of the country’s largest military operations, sending waves of UAVs into Moscow and several other areas overnight. India’s embassy in Russia has said that one Indian employee was killed and three others were injured in a plane crash in the Moscow region.

Moscow Region Governor Andrei Vorobyov added that a woman was killed after a drone struck a house in Khimki, north of Moscow. Vorobyov added that residential buildings and workplaces were damaged in the attack.

A statement from the Russian Foreign Ministry on Monday called the attack on Staroblisk a “violation of international humanitarian law”, and “another clear demonstration of Nazism and the Kyiv government’s thuggery”.

What has Ukraine said?

The Ukrainian military has denied responsibility for the strike on the student dormitory, saying it targeted a group of drone operators.

Since then, Russia has intensified its attacks on Kyiv and its surrounding areas with large-scale missile and drone attacks. causing at least four people to be killed and more than 60 injured on the night of Tuesday and Wednesday.

On Monday, Ukrainian authorities reported that strikes had killed several people in eastern Kharkiv and Donetsk.

So how serious are the latest Russian threats?

Although Russia and Ukraine have repeatedly attacked other cities, this is the first time that Moscow has issued a warning to foreigners in Ukraine.

Commenting on this threat, the Minister of Foreign Affairs of Ukraine Andrii Sybiha urged his allies not to give in to “Russian blackmail”.

French Ambassador Gael Veyssiere said Kyiv residents were going about their daily lives on Monday, after a week of attacks.

“It’s a way of showing courage, and I think it’s very important that we, around the world, support that,” Veyssiere told Reuters news agency.

According to Philip Bednarczyk, head of the German Marshall Fund’s US office in Warsaw, Russia’s latest threat comes after “its attempts to end Ukraine’s desire to fight in the winter of this war have failed”.

“It is clear that their military goals are not being met on the front, and on the contrary, Ukraine has taken power. Russia must change the behavior and the story in a different way, and this warning is an attempt to do so,” he told Al Jazeera.

What is diplomacy in peace talks?

Russia and Ukraine have been doing it peace talks since the war started in february 2022, but with little or no results.

When Donald Trump became US President again in January 2025, he promised to end Russia’s war in Ukraine.

He has since met with Russian President Vladimir Putin and Ukrainian President Zelenskyy in separate meetings to discuss ending the war, but so far these efforts have borne no fruit.

Peace talks stalled due to Russia’s insistence on keeping the territory it seized from Ukraine.

On May 22, US Secretary of State Marco Rubio said that despite the failure of the trilateral talks, the United States is ready to organize new peace talks.

But Washington is also busy with its war on Iran, which began on February 28, and experts say that EU countries should play a bigger role in the peace talks between Moscow and Kyiv.

“Unfortunately, the interest of the US from the organization has not been able to bring peace, and it seems that the interest has gone to other parts of the world, such as Iran,” said Bednarczyk.

“Europe must take this role, and I believe it will, but it is very important to have the support of America.”

But he also doubted Russia’s position on the issue of peace. “After all, this is their war of choice,” he said.
