In Japan, divorce separates parents from children. Could a change in the law end exclusive protection?

While women won custody in over 86% of cases that year, joint custody arrangements accounted for only a fraction of the agreements reached. In total, there were more than 164,000 children under the age of 18 in Japan who had divorced parents and were affected by guardianship in the same year.
