The US-Israel war with Iran is at the center of the looming crisis as Rubio is expected to renew ties with New Delhi.
United States Secretary of State Marco Rubio announced the formation of the government a four-day trip in India and invited Prime Minister Narendra Modi to the White House.
The visit, which began on Saturday, is expected to focus on renewing ties between Washington and New Delhi following recent trade tensions, particularly as India continues to buy Russian oil.

Other issues, including energy security, had to be discussed, with India heavily affected by the US-Israel war in Iran and Tehran’s closure of the Strait of Hormuz.
In New Delhi, Rubio presided over a ribbon-cutting ceremony for the new wing of the US embassy. The US ambassador called the building “a symbol of our commitment to this important relationship”.
“This important relationship between our two countries is at the core of our Indo-Pacific strategy,” Rubio said.
The State Department said Rubio and Modi “agreed to expand trade and defense cooperation and accelerate cooperation on important and emerging technologies”.
The visit will be completed by a meeting called the Quadrilateral Security Dialogue, or Quada group of the US, Japan, Australia and India that was formed in response to China’s influence in the region.
Having existed since 2007, the defunct group was revived in 2017 and has been fueling Beijing’s discontent.
The Quad meeting comes after US President Donald Trump visited Beijing and met with President Xi Jinping in early May. The incident was heavy on praise, but he succumbed little by the way of the concrete contract.
Despite the renewed US emphasis on India in recent years, the Trump administration’s initial actions have strained relations.
Last year, the administration increased India’s tariff to 50 percent on imports of Russian oil, which the South Asian giant has long relied on. Trump and Modi later announced an agreement that would see India begin to withdraw from Russia.
However, the US-Israel war with Iran, and its rise in global energy markets, has seen India continue to buy Russian oil. Rubio is expected to push Modi for India to buy more oil from the US and Venezuela.
The war on Iran loomed large when Rubio arrived in New Delhi, with a new move threats and diplomacy raising conflicting hopes of a resumption of US aggression or success in the push for a permanent ceasefire.
Rubio also spoke of “progress” in recent negotiations, adding that “there is a chance that, even today, tomorrow, in a few days, we can say”.
Speaking to the media, he reiterated the US demands that Iran allow free access to the Strait of Hormuz, which has been seen as a key point of access for Tehran in the war, and that Iran replace its stockpiles of highly enriched uranium, which Tehran has repeatedly rejected.
The relationship between the US and India has also been strained by the growing tension between the US and Pakistan, which has been leading the way in the US-Iran talks.
Deep-rooted tensions between Pakistan and India continued after last May’s air war.
Mr Trump said he planned to resolve the dispute, as the Indian government resisted external pressure on the deal.
On Saturday, Rubio also stopped in Kolkata, where he visited the tomb of Mother Teresa and the headquarters of her charity. He also had to visit Agra and Jaipur during the trip.
