The film was inspired by a 1983 California magazine article about the life of airmen at Naval Air Station Miramar in San Diego (a.k.a. “Fightertown USA”) and featured extensive aerial footage to accompany the story. Producers Jerry Bruckheimer and Don Simpson wrote Jim Cash and Jack Epps Jr. to write the play, in which Epps lives in unfamiliar classrooms at the school and flies in an F-14.
